Pittsburg, California · Workers' Compensation
Pittsburg Workers' Comp Lawyer
A Pittsburg worker whose doctor says they cannot return to their old job needs two answers: what the employer must do next, and where to find retraining help nearby. California law provides a retraining voucher, the supplemental job displacement benefit, when the employer misses the work offer deadline. The state's DWC ZIP code locator returns the Oakland district office for Pittsburg's ZIP code, 94565, though that result does not decide where any specific case is heard. Yazdchi Law is based in Palmdale and reviews each California workers' compensation matter on its own facts before deciding whether representation is a fit.

California's Employment Development Department lists one Pittsburg employer in its official major employer database: Los Medanos College, a community college in the city. Pittsburg has many other trades and shifts that this list does not capture, and a lasting injury can end a worker's old job. When a doctor says a worker cannot return to their old duties, state law requires specific steps from the employer. If the employer misses those steps, the worker becomes eligible for a retraining voucher. This guide covers that process. It also names the Division of Workers' Compensation office that currently serves Pittsburg's ZIP code, and it lists retraining contacts located inside the city.
Yazdchi Law is based in Palmdale. Call (661) 273-1780 or use the contact form to ask whether the firm can look at a Pittsburg workers' compensation matter. The firm reviews each matter's facts first, then decides whether representation is a fit. It has no office in Pittsburg or anywhere else in Contra Costa County.
What happens if a Pittsburg worker cannot return to their old job?
If a doctor finds lasting work restrictions, California law may entitle the worker to a retraining voucher. This happens when the employer does not offer qualifying work in time. The law calls this the supplemental job displacement benefit, or SJDB.
This rule comes from California Labor Code section 4658.7. It applies to injuries on or after January 1, 2013. An older law, section 4658.5, set different dollar amounts for injuries between 2004 and 2012. If an injury happened before 2013, ask a lawyer which version applies.
Under the current law, a doctor must first find that the worker's condition is permanent and stationary. This means the doctor does not expect further medical improvement. That doctor can be a primary treating physician (PTP), an agreed medical evaluator (AME), or a qualified medical evaluator (QME). The doctor's report must also show the injury caused permanent disability (PD). The claims administrator, the insurer or employer handling the claim, then receives that report. The statute card on section 4658.7 covers the full legal text and its exceptions.
What is the timeline for the work offer and the SJDB voucher?
Section 4658.7 sets two clocks. The employer gets 60 days to offer other work. If no qualifying offer arrives, the voucher comes 20 days later.
| Step | What happens | Timing |
|---|---|---|
| 1 | A PTP, AME, or QME finds the worker permanent and stationary with permanent disability | No fixed deadline for this step alone |
| 2 | The claims administrator receives that report | Starts the employer's offer window |
| 3 | The employer may offer regular, modified, or alternative work that lasts at least 12 months | Within 60 days of the claims administrator receiving the report |
| 4 | If no qualifying offer is made, the claims administrator must offer the SJDB voucher | Within 20 days after the 60 day window closes |
| 5 | The worker can spend the voucher on retraining, licensing, tools, or equipment | Expires 2 years after it is issued or 5 years after the injury, whichever is later |
Keep these items together before you respond to a work offer:
- The doctor's permanent and stationary report, with the date it was received.
- Any written job offer, including the start date, duties, pay, and expected length.
- Your current written work restrictions from the treating or evaluating doctor.
- Pay stubs or wage records from around the time of your injury.
- The claims administrator's name, phone number, and your claim number.
A worker does not have to accept every offer. The job must match the worker's medical restrictions and last at least 12 months. A job that fails those terms does not automatically end SJDB eligibility. Ask the DWC Information and Assistance Unit or a lawyer to review a specific offer first.
Where can a Pittsburg worker use an SJDB voucher?
The voucher pays up to $6,000. It covers retraining at a California public school or a state certified provider, plus licensing fees, required tools, and limited equipment.
The voucher covers tuition, fees, and books for retraining or skill building. It also covers occupational licensing and exam fees. Up to 10 percent combined can go to job placement help or resume preparation. It can also pay for tools a training program requires, up to $1,000 for a computer, and up to $500 for other costs with no receipts needed. See the full voucher use guide for every category and the current rules.
Los Medanos College, named above, is a public community college in the city, the kind of school the voucher rule favors. Pittsburg Adult Education and the Future Build pre-apprenticeship program, both located in Pittsburg, are additional places to ask about training. The local resources below list contact details for each one.
A separate state payment may also apply after an SJDB voucher. See the FAQs below.

Which DWC office currently serves Pittsburg's ZIP code?
Pittsburg's ZIP code is 94565. On October 13, 2026, we queried the DWC ZIP code locator directly for that ZIP code, and it returned the Oakland district office. That result does not decide where any specific case is heard or where an exam takes place. Contra Costa County's EDD labor market profile describes the county's northern shoreline as heavily industrialized. Pittsburg sits on that shoreline. Inland parts of the county are more residential and light industrial. An injury here can come from many kinds of work.
| Resource | Use it for | Current official information, checked October 13, 2026 |
|---|---|---|
| DWC ZIP code locator | Finding the DWC district office for a ZIP code | Returns the Oakland district office for ZIP code 94565. A service area lookup only, not a venue ruling. |
| Oakland district office | Current office address, hours, and court information | 1515 Clay Street, 6th floor, Oakland, CA 94612-1519. Main phone (510) 622-2866. |
| DWC Information and Assistance Unit | Free help understanding rights, forms, and procedures | Oakland I&A line (510) 622-2861. Statewide line 1-800-736-7401 on weekdays. |
Where can a Pittsburg worker find job retraining help locally?
The California EDD major employer database lists Los Medanos College as the one Pittsburg based entry for Contra Costa County. The EASTBAY Works network for the county's Workforce Development Board lists two more training contacts inside Pittsburg.
| Local resource | Address | Phone |
|---|---|---|
| Los Medanos College | Pittsburg, CA 94565 (public community college) | Contact the college to ask about programs |
| Pittsburg Adult Education | 1151 Stoneman Ave, Pittsburg, CA 94565 | (925) 405-9603 |
| Future Build pre-apprenticeship training | 2555 Harbor St, Pittsburg, CA 94565 | (925) 522-2970 |
Ask each program whether it is a California public school or on the state's training provider list. That status affects whether SJDB funds can pay for it. A lawyer can help confirm a program's status before you enroll.

Frequently Asked Questions
Does the DWC ZIP code locator decide where my Pittsburg case will be heard?
No. The locator identifies the DWC district office that serves a five digit ZIP code. DWC describes it as a lookup tool, not a venue ruling. Your claim number, residence, employer, and jobsite details, not the locator, determine where a matter proceeds.
Does Yazdchi Law have an office in Pittsburg?
No. Yazdchi Law is based in Palmdale. Call (661) 273-1780 or use the contact form to ask whether the firm can assess a California workers' compensation matter. The firm reviews each matter individually before deciding whether representation is a fit.
What happens if my employer never offers me a different job after my injury?
If the claims administrator does not receive a qualifying offer of regular, modified, or alternative work within 60 days of the doctor's permanent and stationary report, state law requires it to offer you the SJDB voucher within the next 20 days. The statute card on section 4658.7 has the exact requirements.
How much is the SJDB voucher worth, and what can it pay for?
The voucher is worth up to $6,000 under current law. It can pay for tuition and books at an approved school, occupational licensing fees, required training tools, up to $1,000 for a computer, and smaller amounts for job placement help and other costs. The voucher use guide lists every category.
Do I have to accept a modified work offer from my employer?
The law does not force you to accept a job that fails to match your medical restrictions or that lasts less than 12 months. Accepting or rejecting a specific offer can affect your SJDB eligibility, so ask a lawyer or the Information and Assistance Unit to review the written offer first.
Where can I ask about job retraining if I live in Pittsburg?
Pittsburg Adult Education, at 1151 Stoneman Ave, and the Future Build pre-apprenticeship program, at 2555 Harbor St, are both located in the city and listed through the Contra Costa County workforce network. Los Medanos College, also in Pittsburg, is a public community college. Confirm hours and eligibility with each one.
Is the Return to Work Supplement Program the same as the SJDB voucher?
No. The Return to Work Supplement Program is a separate one time state payment, currently $5,000, for workers who already received an SJDB voucher. Apply online within one year of the date the voucher was served. It does not replace or increase the voucher.
