Huntington Drive (a 348-bed regional acute-care hospital and one of the SGV's major healthcare employers), Santa Anita Park (the historic Thoroughbred racetrack on Huntington Drive — live race meets plus a back-stretch workforce of grooms, exercise riders, hot-walkers, and track-maintenance crews who live and work at the barns), and Westfield Santa Anita (the regional shopping center anchoring the city's retail and hospitality workforce). The city is roughly 60% Asian-American — one of the largest Chinese-American populations in the SGV foothills — with Mandarin and Cantonese heavily represented and a meaningful Hispanic minority concentrated in the racetrack back-stretch and hospitality sectors.

A fall from a horse during morning training, a kick or crush injury in a stall, and cumulative lumbar or shoulder injuries from years of mucking stalls and tacking are compensable under California Labor Code §3600 (specific injury) or California Labor Code §3208.1 (cumulative trauma). Catastrophic injuries with serious-and-willful misconduct exposure (a known unsafe horse the operator continued to work) can support a 50% penalty under California Labor Code §4553.
Yes — California Labor Code §3351 extends California workers' compensation coverage to every worker, regardless of immigration status. An undocumented Arcadia back-stretch groom, hot-walker, food-court line cook, Westfield Santa Anita retail worker, or Huntington Drive small-business worker has the same right to medical treatment under California Labor Code §4600, temporary disability under California Labor Code §4653, and a permanent disability rating under California Labor Code §4660 as any other worker. The insurer cannot ask about immigration status. Under California Labor Code §3700, every California employer must carry workers' compensation insurance — failure is a misdemeanor under California Labor Code §3700.5. If the Arcadia employer carried no policy, the worker has parallel paths under California Labor Code §3706: file against the Uninsured Employers Benefits Trust Fund (which pays benefits and then pursues the employer for reimbursement), and sue the employer in civil court outside the exclusive-remedy bar — where pain-and-suffering damages, full lost wages, and punitive damages are available.
