How Do You Apply for California's RTWSP $5,000 Payment?

To apply for California's Return-to-Work Supplement Program (RTWSP), use the Department of Industrial Relations' online application once you already have a Supplemental Job Displacement Benefit (SJDB) voucher. You will need your ADJ case number, your workers' compensation claim number, and a signed copy of the full SJDB voucher saved as a PDF or TIFF file. The Department of Industrial Relations decides eligibility within 60 days of a complete application and pays the $5,000 within 25 days of that decision, as long as you filed within one year of the date your voucher was served.

How do you apply for the RTWSP $5,000 payment online?

Open the Department of Industrial Relations' Return-to-Work Supplement Program online application, then enter your case information and attach your SJDB voucher. The application itself is the only place DIR accepts a request for this payment; there is no paper form and no mail-in option.

The Return-to-Work Supplement Program, or RTWSP, pays a one-time $5,000 amount to some injured workers whose permanent disability award is small next to their actual lost wages. California Labor Code section 139.48 creates the program and lets DIR regulations set who can qualify. This guide stays on a separate, narrower task: actually using the online tool once you already think you qualify.

You generally reach this step only after your claims administrator has already sent you a Supplemental Job Displacement Benefit (SJDB) voucher, the retraining benefit covered on this site's SJDB voucher guide. The date that voucher was served to you starts both your eligibility and your one-year filing clock.

This guide covers what the application needs before you start, how to find missing numbers, what DIR's review actually does, why a submission can fail, and what to do if you disagree with the result.

What do you need before you start the application?

Gather your SJDB voucher, your ADJ case number, and your claims administrator's claim number before you open the online form.

DIR's own RTWSP overview page lists exactly what the application asks for:

  1. The entire SJDB voucher, including the signed proof of service on page 6, from your claims administrator.
  2. That same voucher saved as a PDF or TIFF file, ready to upload.
  3. Your Adjudication, or ADJ, case number.
  4. Your workers' compensation claim number, found on the SJDB voucher forms your claims administrator sent you.
  5. The exact date the SJDB voucher's proof of service shows.

If you do not have internet access, every DWC district office keeps a kiosk with a computer, scanner, and printer near its Information and Assistance office, and I&A staff can help by phone at 1-800-736-7401.

How do you find your ADJ number or claim number?

Look up your ADJ number with this site's EAMS case search, and find your claim number printed on the SJDB voucher itself.

Your ADJ case number usually appears on documents the Workers' Compensation Appeals Board has already filed in your case. If you do not have one handy, search for it using the DWC's public case search by your name or your employer's name. If no case turns up at all, DIR's own instructions say to email RTWSP@dir.ca.gov with "Request for ADJ#" in the subject line.

Your claim number is different from your ADJ number. It is assigned by your claims administrator, the insurance company or third-party administrator paying your benefits, and it is printed on the SJDB voucher forms you already received.

What happens after you submit the application?

DIR reviews every complete, on-time application and decides eligibility within 60 days, then pays within 25 more days.

Pay the $5,000 if you qualifyDIRWithin 25 days of the decision

The application also carries an official warning worth taking seriously: DIR's privacy notice states that a knowing false or material statement made to obtain this payment can lead to civil penalties, including triple damages, under the state's False Claims Act. Answer every question on the form accurately.

Why would an RTWSP application be denied or delayed?

The most common problems are a missing or wrong ADJ number, an unsigned proof of service, the wrong file format, or a late filing.

  • No SJDB voucher yet, because your employer still has time to offer you work or has not been found unable to do so.
  • An ADJ number that does not match any case, or none at all.
  • A proof of service page that is missing or was never signed by the claims administrator.
  • A voucher file saved in a format other than PDF or TIFF.
  • An application filed more than one year after the voucher's proof of service date.

What if you disagree with the decision, or need help afterward?

You can file an official appeal within 20 days of receiving DIR's determination at any DWC district office.

The appeal has to include the ADJ number from your RTWSP application, your full name, and a clear statement of the facts behind your disagreement, with a copy mailed to the Return-to-Work Supplement Program's Oakland office. DIR's own RTWSP FAQ page sets out that process and the mailing address in full. For a question about your eligibility before any decision, DIR's RTWSP staff can be reached at RTWSP@dir.ca.gov or (510) 286-0787, Monday through Friday. For a problem with a check you already qualified for, use RTWSPchecks@dir.ca.gov instead, and allow 30 days from your eligibility decision before writing in.

Frequently Asked Questions

Is the RTWSP application the same as my workers' comp claim?

No. Filing a DWC-1 claim form or getting a case number from the Workers' Compensation Appeals Board starts and runs your underlying claim. The RTWSP application is a separate, one-time request for a $5,000 payment that only makes sense once your claim has already produced an SJDB voucher.

Can you apply for RTWSP without an SJDB voucher?

No. The application needs the voucher itself, including its signed proof of service page, uploaded as part of the request. If you have not received a voucher yet, see this site's SJDB voucher guide for who qualifies for one and when your employer has to send it.

What file format does the online application accept for the voucher?

PDF or TIFF. DIR's own instructions list those two formats for the uploaded voucher attachment, so a photo saved as a JPEG or a scanned Word document will not match what the form expects.

What if you cannot find your ADJ number?

Search for it first using the DWC's public case search by your name or your employer's name. If that search turns up nothing, DIR's instructions say to email RTWSP@dir.ca.gov with "Request for ADJ#" in the subject line.

How long does DIR take to decide, and when does the $5,000 arrive?

DIR reviews a complete, timely application and decides within 60 days of receiving it. If you qualify, the $5,000 payment follows within 25 days of that decision.

What happens if you disagree with DIR's decision?

You can file an official appeal within 20 days of receiving the determination at any DWC district office. The appeal must include your ADJ number, your full name, and a clear statement of the facts behind your disagreement.

Can you apply without a computer or internet access?

Yes. Every DWC district office has a kiosk with a computer, scanner, and printer for this purpose, and Information and Assistance staff can help in person or by phone at 1-800-736-7401.
