San Ramon, California · Workers' Compensation
San Ramon Workers' Comp Lawyer
A San Ramon worker placed by a staffing or employment agency at a corporate office job can still seek California workers' compensation benefits after an injury. California Labor Code section 2810.3 can make the office company share responsibility with the agency when the agency fails to secure valid coverage, though the rule does not reach every placement. The state's own ZIP code locator sends San Ramon claims to the Division of Workers' Compensation's Oakland district office, but that result does not decide venue for a specific case. Yazdchi Law is based in Palmdale, has no San Ramon office, and reviews each matter individually before deciding whether representation fits.

California's own employer records show large corporate and medical offices in San Ramon. Some of those records also list staffing and employment agencies working in the same city. A worker sent out by one of those agencies can get hurt doing the same job as someone hired directly. That worker may still wonder which company stands behind a workers' compensation claim. This guide covers how California law splits that duty between an agency and an office business. It also covers what to write down first.
Yazdchi Law is based in Palmdale and has no office in San Ramon. Call (661) 273-1780 or use the contact form to ask whether the firm can review a California work injury matter. Each matter gets its own review. The firm never assumes representation before that review happens.

Who is responsible for a workers' comp claim after a staffing placement in San Ramon?
Two businesses are often involved: your staffing agency, and the company where you worked. Either one can end up responsible for your claim.
California's own employer records list a staffing agency and a large office employer in San Ramon. Write down three names after an injury like this. First, the agency that pays you. Second, the business where you worked. Third, your direct supervisor there. A claims handler can move faster once they know who employed you that day.
What does California law say about sharing that responsibility?
California Labor Code section 2810.3 can make an office business share the blame with a staffing agency. This happens when the agency skips valid workers' comp coverage.
The law uses two short terms. A "labor contractor" is the staffing or employment agency. A "client employer" is the office business that uses those workers for its own regular work. Here is the key rule in the law's own words.
A client employer shall share with a labor contractor all civil legal responsibility and civil liability for all workers supplied by that labor contractor for both of the following: (1) The payment of wages. (2) Failure to secure valid workers' compensation coverage as required by Section 3700.
Every employer must carry workers' comp coverage under Labor Code section 3700. Skipping that step brings real penalties, covered on our no-coverage penalty page. Section 2810.3 adds a backup rule just for staffing placements.
When does this rule not apply?
The rule skips small placements and one type of worker. Check both before you rely on it.
| Situation | What the statute says | What to do |
|---|---|---|
| The office business has 25 or more workers total, counting agency placements | It can count as a "client employer" under section 2810.3 | Note the size of the office or department you worked in |
| Fewer than 25 workers total, or 5 or fewer supplied by any agency at once | It falls outside this particular rule | Ask about the agency's own coverage, then the state Uninsured Employers Benefits Trust Fund |
| You are a salaried, exempt executive, administrative, or professional employee | The statute's "worker" definition leaves that category out of this rule | Ask the claims handler directly. You can still be a covered employee for benefits |
| Your placement came through a bona fide nonprofit, union hall, or apprenticeship program | That falls outside the statute's definition of "labor contractor" | Ask who issued your assignment paperwork and who reports your wages |
None of this changes your basic right to report an injury and ask for medical care. It only decides who shares the blame if coverage was missing. If no business had valid coverage at all, ask about the Uninsured Employers Benefits Trust Fund claim process.
What should I save before calling about a San Ramon office placement injury?
Write down both business names. That beats guessing which one is "really" your employer.
- The staffing or employment agency's exact legal name, and the recruiter who placed you
- The office company's exact name, department, and floor or building at the business park
- Your on-site supervisor's name, and the name of whoever you reported the injury to
- The assignment offer, timesheet, or badge paperwork that shows both businesses
- A pay stub showing which business actually issued your pay
- The date, time, and a plain description of how the injury happened
Give this list to either business's human resources contact. You can also give it to the claims handler named on a letter you get. If a claim gets denied, or a treatment request gets turned down, see our separate treatment-denial guide for the next step.

Which DWC office handles a workers' comp claim from San Ramon?
The state's own ZIP code locator points San Ramon to the Oakland district office. That result does not decide venue for your case.
We typed San Ramon's two main ZIP codes into the DWC ZIP code locator on October 14, 2026. Those codes are 94582 and 94583. Both gave the same answer: Oakland. The locator is fast. But it will not decide where your case belongs. Under Labor Code section 5501.5, that depends on where you live, where you were hurt, or where your attorney's office is.
| Resource | What it provides | Current information, checked October 14, 2026 |
|---|---|---|
| DWC ZIP code locator | Finds the DWC office tied to a ZIP code | ZIP codes 94582 and 94583 both return the Oakland district office |
| Oakland district office | Court address, presiding judge, and court hours | 1515 Clay Street, 6th floor, Oakland, CA 94612-1519. Phone (510) 622-2866. Court sits 8:30 a.m. to 12 p.m. and 1:30 p.m. to 5 p.m. |
| DWC Information and Assistance Unit | Public help with forms and procedures | Oakland I&A line (510) 622-2861. Statewide line 1-800-736-7401 on weekdays. |
| Workforce Development Board of Contra Costa County | Job search help and training, separate from a workers' comp claim | Phone (925) 655-3800 |
California's Employment Development Department major employer list for Contra Costa County names Chevron Global Downstream LLC, Robert Half, and San Ramon Regional Medical Center as San Ramon businesses. That list runs alphabetically. It is not a ranking by size. Treat it as a sample of local business types, not a top-employer list.
A practical next step for a San Ramon placement injury
Write down both business names. Save your pay stub and assignment paperwork. Then call about a review.
Save the agency's name, the office company's name, your supervisor's name, and the date and description of the injury. Check the California workers' compensation consultation checklist for the fuller document list. Then call Yazdchi Law at (661) 273-1780, or use the contact form, to ask whether the firm can review the matter. The firm's office is in Palmdale, not San Ramon. Representation is considered case by case.

Frequently Asked Questions
Does it matter whether my paycheck comes from the staffing agency or the office company?
It matters for sorting out who had valid coverage, but it does not change your right to report the injury and get medical care. Give both names to whichever business you speak with. Labor Code section 2810.3 can make a large office company share responsibility if the agency's own coverage was missing.
What if the agency and the office company each say the other one is responsible?
Write down exactly what each business told you and when. Ask the DWC Information and Assistance Unit how to proceed, since a dispute between two businesses does not have to delay your right to medical care. A lawyer can also help sort out which business, or businesses, should be named in the claim.
Does the DWC ZIP code locator decide where my San Ramon case is heard?
No. The locator only identifies the district office that currently handles filings tied to a ZIP code. It does not rule on venue for a specific injury claim. Under Labor Code section 5501.5, venue depends on where you live, where you were hurt, or where your attorney's office is. Confirm current office details through DWC before relying on a phone number or address.
Does Yazdchi Law have an office in San Ramon?
No. Yazdchi Law is based in Palmdale. Call (661) 273-1780 or use the contact form to ask whether the firm can assess a California workers' compensation matter. Representation is considered after an individual review.
I am paid a salary as an exempt manager. Does section 2810.3 still help me?
Probably not for this particular rule. Section 2810.3 leaves out employees who are exempt from overtime as executives, administrators, or professionals. You can still be a covered employee for workers' compensation benefits generally, so ask the claims handler directly about your own coverage.
What if neither the agency nor the office company had valid workers' compensation coverage?
Ask about California's Uninsured Employers Benefits Trust Fund, a state program for workers hurt while no valid policy was in place. Save every document naming either business, since the fund asks for the same kind of record described above. A lawyer can help confirm whether this fund fits your situation.
Where can I get free job search or training help in Contra Costa County while my claim is pending?
The Workforce Development Board of Contra Costa County operates America's Job Centers of California, sometimes branded EASTBAY Works, for county residents at (925) 655-3800. These centers do not handle workers' compensation claims. Use the DWC Information and Assistance Unit or a lawyer for claim and benefit questions instead.
