Merced, California · Workers' Compensation
Merced Workers' Comp Lawyer
A Merced worker with a permanent disability rating from a workplace injury may qualify for California's Supplemental Job Displacement Benefit, a voucher for retraining at a school or provider on the state's Eligible Training Provider List. Prospero, Merced County's workforce agency, can help you compare training options in person, though the claims administrator still handles the voucher paperwork itself. The official DWC ZIP code locator routes Merced's main ZIP codes to the Fresno district office, but that result does not decide venue for a specific case. Yazdchi Law is based in Palmdale and reviews each California workers' compensation matter individually before deciding whether representation is a fit.

Government agencies and health or education employers are Merced County's two largest job sectors, and farm work remains a major, highly seasonal part of the local economy. State labor market data counted about 15,000 farm jobs in the county in August 2026, up from about 14,100 the month before. A worker hurt doing farm, manufacturing, or other physical production work can end up unable to return to that same job, which is when a California retraining benefit becomes useful.
Yazdchi Law is based in Palmdale. Call (661) 273-1780 or use the contact form to ask whether the firm can review a Merced workers' compensation matter. The firm has no Merced office. Whether it can take a case depends on an individual review.
What is the Supplemental Job Displacement Benefit voucher?
It is a California workers' compensation benefit that pays for retraining when a work injury leaves permanent limits and your employer does not offer qualifying work back.
California Labor Code section 4658.7 creates this benefit, usually called the SJDB voucher. For an injury on or after January 1, 2013, which covers current claims, it becomes available once a doctor finds that your injury caused permanent partial disability, often shortened to PD, and your employer does not offer regular, modified, or alternative work that meets the legal conditions. The voucher pays a flat amount no matter your PD percentage, and it can cover training, licensing or testing fees, course tools, and limited computer and incidental costs.
| Benefit | What it pays in 2026 |
|---|---|
| Temporary disability | Two-thirds of your wage, $264.61 to $1,764.11 per week, up to 104 weeks (Labor Code 4656) |
| Permanent disability | Two-thirds of your wage, $160 to $290 per week, set by your rating (Labor Code 4658) |
| Medical care | 100 percent of approved care, no copay (Labor Code 4600) |
| Medical mileage | 76 cents per mile to your appointments for trips on or after July 1, 2026 (72.5 cents earlier in 2026) |
| Job retraining voucher | $6,000 if you cannot return to your old job (Labor Code 4658.7) |
| Death benefits | $250,000 to $320,000 to dependents, plus $10,000 burial (Labor Code 4702) |
The table shows where this voucher fits among other 2026 California workers' compensation benefits. For the full eligibility rules, see the Labor Code section 4658.7 guide and the SJDB voucher overview.
How does a Merced worker actually use an SJDB voucher?
Confirm the voucher is due, pick a training option, and ask a local career advisor for help before you sign anything.
The claims administrator issues the voucher on DWC-AD Form 10133.32 after the offer window for modified or alternative work closes. The table below breaks the process into steps.
| Step | What to check | Where to get help |
|---|---|---|
| Confirm your PD finding | Your treating doctor's report should state that your condition is permanent and that it caused permanent partial disability | Your treating physician, or a qualified medical evaluator if the finding is disputed |
| Watch the 60 day offer window | A qualifying job offer from your employer must pay at least 85 percent of your prior wage, last at least 12 months, and sit within reasonable commuting distance | Review any written offer carefully before you accept or decline it |
| Receive the voucher | Without a qualifying offer, the claims administrator must issue the voucher within 20 calendar days after that window closes | Ask the claims administrator directly if the date passes |
| Choose a training option | A California public school or a provider on the state's Eligible Training Provider List, often called the ETPL, qualifies | A career advisor at a Prospero job center in Merced County |
| Submit paperwork and track payment | Return the completed voucher with receipts. Payment is due within 45 calendar days of the claims administrator receiving it | Keep a copy of everything you mail or upload |
A vocational return to work counselor can also help build a training plan, and up to 10 percent of the voucher can pay for that service. The California workers' compensation consultation checklist has a broader document list for any claim, not just a voucher question.
What if my employer offers modified work before the voucher arrives?
Read the offer against four legal conditions before you accept or turn it down.
A qualifying offer must let you perform the job's essential functions, last at least 12 months, pay at least 85 percent of your wage at the time of injury, and sit within reasonable commuting distance of where you lived when you were hurt. An offer that misses any one of those points may not block your voucher. The light duty and modified work guide covers how to read a written offer, and the permanent disability payment schedule guide explains how your PD rating gets set in the first place.

Which DWC office serves Merced, and does that decide my case?
On October 13, 2026, the DWC ZIP code locator returned the Fresno district office for Merced's three main ZIP codes. That result does not decide where a case is heard.
Merced's ZIP codes include 95340, 95341, and 95348. Checked one at a time through the state's locator, each one pointed to the same office. The table below has current contact details.
| Resource | What it provides | Current information, checked October 13, 2026 |
|---|---|---|
| DWC ZIP code locator | District office result for a five digit ZIP code | Returned the Fresno district office for Merced ZIP codes 95340, 95341, and 95348 |
| Fresno district office | Current office address, phone, and court hours | 2550 Mariposa Mall, Suite 4078, Fresno, CA 93721-2219. Main line (559) 445-5051. Court sits 8:30 a.m. to noon and 1:30 p.m. to 5 p.m. |
| DWC Information and Assistance Unit | Public help with workers' compensation rights, benefits, and forms | Housed at the Fresno district office. Statewide Information Services Center: 1-800-736-7401 on weekdays |
| Prospero, Merced County's workforce agency | Career advising and help exploring ETPL training programs | Merced Mall Prospero Job Center, 635 Fairfield Drive, Merced, CA 95348. (209) 724-2100 |
A ZIP result is a starting point for current office information. It is not a ruling on venue for a specific claim. A Merced resident can work at a different jobsite, see a provider in another county, or already have a case tied to a different office.
Where can a Merced worker get retraining help in person?
Prospero, formerly known as WorkNet Merced County, runs four job centers around the county, including one at the Merced Mall.
Prospero is Merced County's workforce development agency. Its career advisors help job seekers plan training and connect with programs on the state's Eligible Training Provider List, among other services. Prospero does not process a workers' compensation claim, decide voucher eligibility, or replace legal advice. Your claims administrator still handles the voucher paperwork and payment. Confirm current hours, and its Atwater and Los Banos locations, through Prospero's own site before visiting.
A practical next step for a Merced worker
Save your medical report, any job offer, and the voucher itself in one place, then ask about the deadlines on your own claim.
Keep the doctor's permanent and stationary report, any written job offer from your employer, and the voucher once it arrives. Note the date each one was served or received. Then call Yazdchi Law at (661) 273-1780, or use the contact form, if you want the firm to review the file. The office is in Palmdale. Representation is considered after an individual review.

Frequently Asked Questions
Does Yazdchi Law have an office in Merced?
No. Yazdchi Law is based in Palmdale. Call (661) 273-1780 or use the contact form to ask whether the firm can review a Merced workers' compensation matter. Each matter is reviewed individually.
Does the DWC ZIP code locator decide where my case will be heard?
No. The locator identifies the district office tied to a five digit ZIP code, which was the Fresno office for Merced's main ZIP codes on October 13, 2026. It is a starting point for current office information, not a venue ruling. Keep your residence, jobsite, and claim details available when you ask a procedural question.
What is the SJDB voucher, and how much is it worth?
For an injury on or after January 1, 2013, California's Supplemental Job Displacement Benefit voucher pays a flat amount for retraining, no matter your permanent disability percentage. It can also cover licensing or testing fees, course tools, and limited computer and incidental costs. See the Labor Code section 4658.7 guide for the full eligibility rules.
How do I find an approved training provider in Merced County?
Look for a California public school or a provider on the state's Eligible Training Provider List, often called the ETPL. A career advisor at one of Prospero's Merced County job centers can help you compare programs, though your claims administrator still handles the voucher paperwork and payment.
What if my employer offers modified work before I receive a voucher?
Compare the offer against four conditions: you can perform the job's essential functions, it lasts at least 12 months, it pays at least 85 percent of your wage at the time of injury, and it sits within reasonable commuting distance. An offer that misses any condition may not block your voucher.
Does the SJDB voucher expire?
Yes. For an injury on or after January 1, 2013, the voucher expires two years after it is issued or five years from your injury date, whichever date is later. Confirm the exact dates on your own voucher paperwork.
Is there a benefit beyond the voucher itself?
Possibly. A worker with an injury on or after January 1, 2013 who received an SJDB voucher may also qualify for a separate, one time Return to Work Supplement of $5,000. The application must reach the state within one year of the date your voucher was served.
