Use the DWC ZIP code locator to find the office tied to your ZIP code. Treat a locator result as a starting point, not a final answer. State law sets venue, as the next section explains.

Which cases go to the Fresno WCAB district office?

This office generally hears cases for Fresno County and nearby counties the DWC's ZIP code list assigns to it, but a statute, not a ZIP code, decides venue.

California Labor Code section 5501.5 sets venue for a workers' compensation case. A worker may file in the county where they live on the date of filing, the county where the injury or last harmful exposure happened, or, if a lawyer represents the worker, the county where that lawyer's main office is. See Labor Code section 5501.5 for the full rule. The DWC's ZIP code list and locator tool are a helpful starting point, but they do not override this rule.

Based on those ZIP code assignments, injured workers in these cities typically have their cases heard here:

If you live or were hurt outside these cities, use the ZIP code locator above or ask your attorney which office covers your case.

What happens at this office?

Judges at this office hold workers' compensation hearings, and the building houses the Disability Evaluation Unit and the Information and Assistance Unit.

These hearings cover disputes over medical treatment, disability payments, and other workers' compensation issues. The office also lists an injured worker workshop held by Zoom at 3 p.m. on the first Friday of each month in English and the third Friday in Spanish, as of the date checked above. Confirm the current schedule on the official office page before you plan around it, since workshop times can change.

Can you attend a hearing by phone or video?

Many hearing types can be attended by video, but trials and some other hearings still happen in person.

DWC moved status conferences, mandatory settlement conferences, priority conferences, and lien conferences to the CourtCall Video Platform, while trials, lien trials, and expedited hearings stay in person. Each judge has a virtual courtroom, and access information is posted on DWC's Virtual Courtroom Resources page and included on your hearing notice. Use one of those two sources for the current link, since the setup can change. Do not rely on a number or code from any other website.

How do you get there and park?

The building sits in downtown Fresno, with metered street parking and an Amtrak stop about two blocks away.

By car, the DWC lists metered parking on O Street between Mariposa and Fresno Streets, with 10 hour meters and nearby 2 hour meters on O Street and P Street, plus a short walk to the Promenade parking lot on Tulare Street next to the Amtrak station. By bus, Fresno Area Express serves the area. By train, Amtrak is about two blocks from the building. A security station sits at the first floor entrance, so plan a few extra minutes to get through it.

What should you bring?

Bring a government photo ID and any hearing notice or letter you received, and plan to arrive before the lobby opens.

The 4th and 5th floor lobbies open 30 minutes before each court session, and documents can be date stamped at the counter in the main lobby on the 4th floor. The office discourages bringing children to court unless it is necessary. If you or your attorney are filing a case-opening settlement by walk-through, the office accepts walk-throughs Monday through Friday from 8 to 11 a.m. and 1 to 4 p.m., and asks that the paperwork be turned in by noon the court day before.

Check your hearing notice or ask your attorney if you are unsure which office has your case.

Often, yes. DWC moved status conferences, settlement conferences, priority conferences, and lien conferences to its CourtCall Video Platform, though trials and a few other hearing types still happen in person.
