Prepared by Yazdchi Law

San Francisco's WCAB district office, the Workers' Compensation Appeals Board location covering San Francisco and much of the Peninsula, sits at 455 Golden Gate Avenue, 2nd Floor, San Francisco, CA 94102-7014. DWC lists its direct phone line as (415) 703-5020. This office hears only the disputes California law sends there, not every claim with a San Francisco address, so confirm your own case with your hearing notice, an Information and Assistance letter, or the official DWC page linked below.

Yazdchi Law P.C. is a Palmdale law firm with no office inside this state building; the details below come from the Division of Workers' Compensation (DWC), not from the firm. Eman Yazdchi, California State Bar #285231, reviews each California workers' compensation matter individually. Reach the firm at (661) 273-1780, or through the contact form, if a claim connected to this office needs a closer look.

Which cases go to this office?

Only claims where California law sets venue in San Francisco or a nearby Peninsula county belong at this office, not every claim with a San Francisco address.

Labor Code section 5501.5 sets venue by three facts: the county where the worker lives on the day they file, the county where the injury (or, for a cumulative injury, the last harmful exposure) happened, and the county where the worker's attorney practices, if the worker has one. A county with no appeals board office of its own defers to the nearest county that has one.

The DWC ZIP code locator offers a faster, informal check: type a five digit ZIP code and it names the district office that generally handles paperwork from that area. DWC's own ZIP listing assigns 162 ZIP codes to the San Francisco office, reaching San Francisco and these nearby Peninsula cities:

Census city boundaries show all of San Francisco, Daly City, Redwood City, and San Mateo falling fully inside this office's ZIP coverage. Even so, the locator stays a convenience tool, not a venue ruling: DWC says its Disability Evaluation Unit does not always sit in the same city the locator names. Confirm where your own claim sits with your hearing notice or an Information and Assistance letter.

What happens at this office?

Workers' compensation judges hold hearings there, and two DWC units based at the office help with disability ratings and general claim questions.

DWC lists a Disability Evaluation Unit and an Information and Assistance Unit inside the San Francisco building. The Information and Assistance Unit helps a worker without a lawyer understand forms, deadlines, and the claims process. DWC's court resources page lists status conferences, mandatory settlement conferences, priority conferences, and lien conferences as current hearing types; trials, lien trials, and expedited hearings are set separately and heard in person. The office also runs a free injured-worker Zoom workshop at 3 p.m.: the first Friday of each month in English, the third in Spanish.

Can I attend my hearing by video or phone?

Often, yes. Most conference type hearings now run on a video platform, though trials and similar hearings still happen in person.

Since March 3, 2025, DWC has moved status conferences, mandatory settlement conferences, priority conferences, and lien conferences from telephone lines onto the CourtCall Video Platform. Trials, lien trials, and expedited hearings keep their in person format. Each judge keeps a separate virtual courtroom with its own call-in number for a party who cannot join by video. Access links and numbers change by judge and by hearing date, so check your own hearing notice or DWC's Virtual Courtroom Resources page rather than reusing one from an earlier hearing.

How do I get to the office, and is parking free?

No, parking is not free here, though BART and Muni Metro stop about two blocks away.

The San Francisco district office sits inside the Hiram W. Johnson State Office Building, reached through either the 455 Golden Gate Avenue or the 350 McAllister Street entrance; the court itself sits next to the Golden Gate side. Both BART and Muni Metro trains stop at the Civic Center station about two blocks away. DWC does not list a free lot at this location. The nearest options it names are the UC Law San Francisco garage next door at 376 Larkin Street, near Golden Gate Avenue, at $22 to $32 a day, and the Civic Center Garage across McAllister Street, at $20 to $35 a day.

What should I bring when I go?

Bring your hearing notice and claim number, and plan extra time to clear the building's security screening.

Keep your hearing notice, claim number, and any requested documents together, and expect a metal detector and x-ray screening before you reach the second floor courtroom. DWC's posted rules bar weapons or other dangerous items from the building and ask that children not be brought to court. If you only need a document date stamped rather than a hearing, DWC says that can be done at the second floor information window.

What is the next step for a worker connected to this office?

Confirm the right office through your own paperwork or the ZIP locator, then decide whether a lawyer should look at the claim.

Whatever document DWC already sent you (a hearing notice, an Information and Assistance letter, or a claim number) says more about your case than a general page can. A claim might belong elsewhere, at a different home, job site, or attorney's office, which is where the directory of every WCAB district office helps. Nearby local guides cover San Francisco, Daly City, Redwood City, and San Mateo.

Yazdchi Law P.C. has no office inside this WCAB building; the firm's only location is in Palmdale. Reach the firm at (661) 273-1780 or through the contact form to find out if it can take a closer look at a claim tied to this office. Each matter gets reviewed on its own facts, and not every case moves forward.

Frequently Asked Questions

What is the address and phone number for the San Francisco district office?

The official DWC page for this office lists 455 Golden Gate Avenue, 2nd Floor, San Francisco, CA 94102-7014 as the address, with (415) 703-5020 as the direct phone line. Both details here were checked against that page on October 14, 2026. Because office information can shift, confirm it on DWC's own page before a visit.

Does living in San Francisco automatically mean my case is heard at this office?

No. Under Labor Code section 5501.5, venue turns on the worker's county of residence when the claim is filed, the county of the injury or last harmful exposure, or the county where the worker's attorney practices, never on city boundaries alone. A worker with a different home, injury, or attorney location nearby may be venued at another office. The ZIP code locator is a helpful first guess, but only these legal factors decide venue.

Can I attend my San Francisco WCAB hearing by phone or video instead of going in person?

Mostly, yes. Since March 2025, DWC has run status conferences, mandatory settlement conferences, priority conferences, and lien conferences through the CourtCall Video Platform, with a phone call-in option built into every virtual courtroom. Trials, lien trials, and expedited hearings stay in person. Access details differ by judge and date, so use your own hearing notice or DWC's Virtual Courtroom Resources page, not an older one.

What are the office's hours, and how strict is security?

DWC lists court sessions from 8:30 a.m. to 12:00 p.m. and 1:30 p.m. to 5:00 p.m., with the lobby open 8:00 a.m. to 5:00 p.m., five days a week except holidays. The building, the Hiram W. Johnson State Office Building, runs a metal detector and x-ray screening for every visitor, so plan extra time and leave weapons or other prohibited items at home.

Is parking free at this WCAB office?

No. DWC does not list a free lot at this location. The nearest paid options it names are the UC Law San Francisco garage at 376 Larkin Street, near Golden Gate Avenue, at $22 to $32 a day, and the Civic Center Garage across McAllister Street, at $20 to $35 a day. BART and Muni Metro both stop about two blocks away.

What is the phone number for the California Division of Workers' Compensation?

For general benefit questions, DWC directs callers to its statewide Information Services Center, 1-800-736-7401. For access needs connected to a hearing, DWC runs a separate disability accommodation line, 1-866-681-1459.
